2.)?Westchester County has approved $21 million in hefty tax breaks for four commercial projects in the name of job creation, including: the Westchester Pavilion mall in White Plains, Regeneron expansion in Elmsford, a hotel at?Rivertowns Square?and Chappaqua Crossing’s mixed-use development.
